Professor Beachboard has eighteen years of progressively responsible experience planning, implementing and managing complex information and telecommunications systems for the U.S. Army and Department of Defense. He was directly responsible for, and later supervised staff, performing a wide variety of federal IT management tasks: conducting IT requirements analyses, preparing systems designs and architectures, formulating budgets and lifecycle cost projections, performing cost-benefit analyses, developing project schedules/work breakdown structures, specifying site preparation requirements, and developing training and maintenance plans. Most recently, he supervised a staff of 40 network and systems analysts operating a network management facility for European theater-wide data networks consisting of more than 100 backbone routers and 1,000 customer connections.

Has held numerous project management positions involved with implementation of command and control systems for the Department of Defense. While not directly part of the security function, system and network security were critical factors in the design, implementation and operation of these systems. I have assisted in the performance of risk assessments and creation of systems accreditation documentation. |

As Director of the 5th Signal Command's Data Network Control Center (DNCC) held overall responsibility to ensure managed networks as well as the units integral IT architecture were accredited and operated IAW DoD and DA security guidance. Exercised direct supervision over two full time staff responsible for administering internal security architecture and processes as well as assisting network subscribers in the successful completion of accreditation documentation prior to connecting to Army IP networks under the management of the DNCC. Also in this role, worked extremely with the Theater CERT to establish effective relationships and processes for implementation of coordinated response to security events as well as cooperating in design and management of networks to minimize network vulnerabilities. |

Primary research interest is in the development of IT management core competencies. Research to date has focused on identification of factors inhibiting compliance with broad range of IT management policies and prescriptions. Future research will, in addition to maintaining this broader perspective, focus more specifically on management knowledge/competency and organizational facilitators and inhibitors to successful compliance with ore execution of security policies and procedures. |
